Together with Karl Dubost I started working on this in late August/ 
early September. I definitely think authoring guidelines are needed. I  
am also of the opinion that the guidelines must be written by real- 
world web developers with many years' working experience, not spec  
writing specialists.

Further I think they should be as simple and forward-looking as  
possible, which means they should recommend a unified syntax.
