I changed it in the wiki:
https://html4all.org/wiki/index.php/Mission_Statement

"responsibility...to ensure" is stronger than "mission...to promote".
Not only is this version socially meaningful (what we believe), it is
actionable.

Some things to think about:

 - Do we need to have any measurable criteria on how we will "ensure"?
 - Is this version clear enough and succinct?
 - Should we change the heading from "Mission Statement" to something
like "HTML4all Statement of Purpose" or "HTML4all Purpose of
Existence" to get away from the corporate speak "Mission Statement?
