I would convert each <li> into an <li> with nested <ul>
(or possibly <ol>), with each nested <ul>(<ol>)
introduced with the words "Proposed specific actions"
(or similar).  Your second sentence would then form
the first <li> of the relevant <ul>(<ol>).
