[html4all] alt issue raised on HTML issue tracker

I would rather wait a little before I get into @summary and @header/id.
There are a few reasons for this. Time constraints being one, and also
the fact that these issues have been discussed to a greater or lesser
degree. I do however want to raise it as a formal issue on the issue
tracker with in the group (if it's not already) but am just waiting a
little.

It is also important that we also don't underestimate our colleagues
within these groups. Many of them are very aware of the issues that are
relevant to accessibility and I think we all want to make the spec the
best it can be - and we should therefore co-operate the best we can.
This is the spirit in which is safest to approach these issues for all
concerned.

I am glad to see Al GIlmans response to the @alt issue as I see is as
positive and that he is considering many perspectives.  I also trust
there will be a satisfactory outcome. I am applying the same reasoning
to my approach with any other issues.
