[html4all] default namesapce declarations

I don't want to be picky (and to be honest,
I'm not sufficiently au fait with the need
for name spaces to comment from a position
of authority) but IMHO the use of "h4" here

	> xmlns:h4='http://www.w3.org/1999/xhtml'

and here

	> <h4:section>

as with  "a" here

	>  • xmlns:a (for ARIA);

terribly confusing.  If (as I suspect) "h4"
means "HTML4" and "a" means "ARIA", then why
not

	> xmlns:hhtml4='http://www.w3.org/1999/xhtml'
	> <html4:section>
	>  • xmlns:aria (for ARIA)

so as to render impossible any confusion with
<h4> and <a> ?
