[html4all] default namesapce declarations

Those suggestions would be fine. I was trying to minimize the syntax  
it to the extreme. Actually both declarations could be made by default  
(a: and aria:) and authors would be free to choose the syntax they  
wanted. I agree though that sometimes there's an attempt to make  
things overly terse which damages readability.
