[html4all] Mission statement: equal versus equitable

The mission statement reads:

"Support equal access for people ..."

If there was a discussion about using "equal" versus "equitable", can someone summarize it for me?

I bring this up because there is a difference between the terms and many organizations including the Canadian government are opting for the term "equitable" as in this phrase:

"... ensuring equitable access to all content ..."
